So in overall what I can think of is that Leonhard comes from the royal family of the Profane Capital which is known for riches and sorcery which explains his gold and silver trimmings on his military attire. Now lets focus on the fact he was a noble royalty, he can fight well which explains his military attire and knows sorcery, who taught him sorcery? That would be the Court Sorcerers since they serve royalty or else they wouldn't be call Court Sorcerers in the first place. The description of the mask says leonhard hid his face behind 'his' mask, not 'a' mask. Leonhard have his own mask which is a variation of the Jailer's mask that he use to hide his face. This is similar to how we have masquerade ball where people wear a mask to events related to nobility back in the medieval days. So what can it be derived from this? The jailers used to be noble and noble have his/her own mask. The jailers were among the few survivors inhabiting the Profaned Capital, later serving under Pontiff Sulyvahn.
